(These two Hansards also contain

references 'X' on page 113 of 13th October

and 'X' on page 138 of 20th October to the

Government's disinclination to accept the

senior unofficial member's suggestion that

heroin offences should be added to the list

punishable by flogging.

That suggestion was

referred to the Penal Administration Committee

here a few months ago for their advice, and it

was in accordance with that advice that the
